Sean Hoare – NoW Whistle-Blower Found Dead – Speaking About Hacking In March 2011

Sean Hoare, the former News of the World showbiz reporter who was the first named journalist to allege Andy Coulson was aware of phone hacking by his staff, has been found dead.
Hoare, who worked on the Sun and the News of the World with Coulson before being dismissed for drink and drugs problems, is said to have been found dead at his Watford home.
Hertfordshire police would not confirm his identity, but the force said in a statement:
“At 10.40am today [Monday 18 July] police were called to Langley Road, Watford, following the concerns for the welfare of a man who lives at an address on the street. Upon police and ambulance arrival at a property, the body of a man was found. The man was pronounced dead at the scene shortly after. The death is currently being treated as unexplained, but not thought to be suspicious. Police investigations into this incident are ongoing.”
Hoare first made his claims in a New York Times investigation into the phone-hacking allegations at the News of the World.
Mr Hoare said, not only did Coulson know of the phone hacking, but that he actively encouraged his staff to intercept the phone calls of celebrities in the pursuit of exclusives.
In this interview with the BBC he alleges that he was personally asked by his then-editor, Coulson, to tap into phones.
In the interview he said Coulson’s insistence that he didn’t know about the practice was “a lie, it is simply a lie”.
Sean Hoare, a one-time close friend of Coulson’s, told the New York Times the two men first worked together at the Sun, where, Hoare said, he played tape recordings of hacked messages for Coulson.
At the News of the World, Hoare said he continued to inform Coulson of his activities.
Hoare said:
“Coulson ‘actively encouraged me to do it.”
Hoare returned to the spotlight last week, after he told the New York Times that reporters at the News of the World were able to use police technology to locate people using their mobile phone signals in exchange for payments to police officers.
He described how reporters would ask a news desk executive to obtain the location of a target:
He said:
“Within 15 to 30 minutes someone on the news desk would come back and say ‘right that’s where they are. You’d just go to the news desk and they’d just come back to you. You don’t ask any questions. You’d consider it a job done. The chain of command is one of absolute discipline and that’s why I never bought into it, like with Andy saying he wasn’t aware of it and all that. That’s bollocks.”
He said he would stand by everything he had told the New York Times about “pinging”.
“I don’t know how often it happened. That would be wrong of me. But if I had access as a humble reporter. ”
He admitted he had had problems with drink and drugs and had been in rehab.
He said:
“But that’s irrelevant.”
Hoare named a private investigator who he said had links with the News of the World, adding:
“He may want to talk now because I think what you’ll find now is a lot of people are going to want to cover their arse.”
Speaking last week, Hoare repeatedly expressed the hope that the hacking scandal would lead to journalism in general being cleaned up and said he had decided to blow the whistle on the activities of some of his former News of the World colleagues with that aim in mind.
Mr. Hoare emphasised that he was not making any money from telling his story. Hoare, who has been treated for drug and alcohol problems, reminisced about partying with former pop stars and said he missed the days when he was able to go out on the town.
Mr. Hoare ended by saying:
“There’s more to come. This is not going to go away.”
Well tonight, it was revealed that Mr. Hoare had been found dead at his home.

So far the News International scandal, which is only just unravelling, has focused almost exclusively on ‘phone-hacking’ and the invasion of privacy by Murdoch’s print media. Although this has considerable celebrity and ‘human interest’ value, it entirely misses the main game.
Murdock’s newspaper business in Britain, though mostly profitable, is small beer financially when compared to his television and entertainment interests.
Murdoch long ago ceased to be a traditional press baron. He is no Citizen Kane. Unlike newspapers, which anyone can print, television broadcasting is a highly regulated and highly politicised business, because in every country the state is eager to retain control of the main opinion-forming media, and because taxes and broadcast rights generate enormous revenues. TV broadcasting is in the gift of the political class, and even a minor ‘regulatory difficulty’ can cost a media company billions, or shut it out of the market completely.
Therefore any media giant keen to be involved in broadcast in any country must have considerable influence over the political elite that ultimately takes the decision to grant or withhold licences and concessions.
This is why, for example, Murdoch still owns London’s Times newspaper. It has never made a profit and will never make a profit. Every year it loses around £40 million, which is an expensive hobby. But The Times is read by everyone in Britain ‘whose opinion matters’. If you think it is useful to talk to the Britain’s political elite every morning, then £40 million is a small price to pay compared to the billions you could lose by a failure to influence the right people. Murdoch’s newspapers provide the influence that keeps the political class in check, which in turn creates a permissive environment to further his broadcast interests.
In every broadcast industry in the world, TV and entertainment conglomerates own not-very-profitable newspapers and radio interests because they provide a parallel source of influence. That is the real relationship between commercial TV and the printed press across all nations where broadcasting is not dominated by a state monopoly. Today my papers do a favour for you by keeping a bad story out or saying something nice about you, tomorrow I may call on you to a favour for me.
Berlusconi is an example of a media mogul whose parallel apparatus of influence became so powerful that he could afford to dispense with the political elite altogether, buy his own political party, Forza Italia, and then buy the Italian state itself, tear up the constitution, ignore the rule of law and make personal laws to perpetuate his own interests.
Murdoch’s strategy has been less flamboyant but just as insidious. At the heart of News International’s current problems is not the undue influence its newspapers have exerted, but the fact that it took matters one step further – into the realm of mafia-style blackmail and extortion. The story yet to emerge is that News International, like the Mafia, operates a vast information-gathering network collecting compromising information which provides Murdoch with the ‘dirt’ to undermine, intimidate, threaten, hound, and if necessary destroy, any politician, public official or investigative journalist who darers to get in his way. It is the same system that allowed Edgar J. Hoover to remain head of the FBI for 52 years, even though president after president, and large sections of America’s political class, wanted rid of him.
Murdoch’s mafia system also explains News International’s symbiotic relationship with almost every department of the higher command of the Metropolitan Police. It gives the Murdoch’s empire access to the contents of the National Police Computer and a dozen other intelligence databases that keep records of every person who has ever had a brush with the police, and every address the police have ever attended. It is an invaluable resource if you are in the business of making people ‘offers they cannot refuse’ because there is no politician or public official who at one time or other has not done something he or she would prefer not to be publicised in the press — even if that might be a trivial matter.
To what extent did Murdoch intimidate and manipulate the British political elite? What’s significant is that, in order to move against him, there had to be an unprecedented all-party agreement — so that News International would be blocked from targeting individual politicians. That is the extent.
News International is a criminal organization.

Kouri, who’s a vice president of the National Assn. of Chiefs of Police, has assembled traits such as superficial charm, an exaggerated sense of self-worth, glibness, lying, lack of remorse and manipulation of others.

British PM Cuts Short Africa Trip Amid Phone Hacking Scandal

British Prime Minister David Cameron will cut short a trip to Africa, returning early to Britain in order to deal with a phone-hacking scandal surrounding one of the world’s largest media groups. The crisis has been rapidly unfolding and escalating.

Speaking in Pretoria, Cameron said parliament will hold an emergency session to discuss the escalating crisis.
“I think it may well be right that parliament meets on Wednesday so that I can make further statements, update the house on the final part of this judicial inquiry and answer any questions that may arise from being announced today and tomorrow,” he said.
News of the World, Britain’s top selling Sunday paper until it was abruptly closed down early this month, is accused of hacking into the voicemail of thousands of people, including celebrities and a teenage girl who was murdered. The revelations have exposed links between the paper, British politicians, and the police.

London Metropolitan Police Commisioner Paul Stephenson and Assistant Commissioner John Yates have resigned, after police were criticized for failing to fully investigate hacking charges, which first surfaced more than five years ago. Cameron is also closely tied to the crisis. He has been criticized for his friendship with News of the World former editor Rebekah Brooks and for hiring another former editor of the paper as his press secretary.
Bristol University political expert Mark Wickham-Jones says this crisis has been simmering for some time.
“And I think Cameron will be regarded as vulnerable for not taking that seriously, not acting when he could have done, and not taking decisive steps to deal with some of his own personnel and some of his own close links to the media.”

London Police Chief Quits Over Phone Hacking Scandal

London’s police chief has quit over allegations about police handling of a phone-hacking scandal involving journalists at the now-defunct tabloid News of the World.
British police have been accused of accepting bribes from News of the World journalists and not doing enough to investigate phone hacking allegations.
News of the World shut down last week after allegations that reporters illegally accessed the cellphone voice mails of hundreds of celebrities, politicians, rival journalists and even murder victims. They are also suspected of bribing police for information.
Stephenson also has been criticized for hiring a former News of the World executive editor, Neil Wallis, as a part-time media consultant. Wallis was arrested last week in connection with the scandal.
Earlier Sunday, British police arrested Rebekah Brooks, a former News of the World editor and a key executive of Rupert Murdoch’s global media empire. She was freed on bail several hours later. Brooks was the 10th person arrested in connection with the scandal.
In the United States, the FBI has begun a probe into whether employees of Murdoch’s media conglomerate News Corporation tried to hack into the phones of victims of the September 11 terrorist attacks and their families, or tried to bribe police for information.
Murdoch’s company has several lucrative news and entertainment outlets in the United States, including the country’s top business newspaper, The Wall Street Journal, and a major television outlet, Fox News Channel.

When you consider how Hayman, Coulson and Brooks conspired to trash the reputation of newly murdered Jean Charles De Menezes by publishing deliberate lies about him, that is sick. Evidence of this only rarely comes to light, but two examples have surfaced recently, mainly because of the whistleblowing activities of a couple of renegade officers – David Shayler from MI5 and Richard Tomlinson from MI6
The third sort of manipulation is the most insidious – when intelligence agency propaganda stories are planted on willing journalists, who disguise their origin from their readers. There is – or has been until recently – a very active programme by the secret agencies to colour what appears in the British press, called, if publications by various defectors can be believed, information operations, or “I/Ops”.

Since at least 2001, both WRAL, a CBS affiliate in Raleigh, N.C., and WTOC, a CBS affiliate in Savannah, Ga., have regularly hosted active-duty soldiers from the Army’s 4th Psychological Operations group as part of the Army’s Training With Industry program.

When Rupert Murdoch appears before the parliamentary committee on 19 July 2011, here are ten questions the MPs certainly will not ask about the relationhip he had with Tony Blair during the run up to the Iraq war, when Murdoch was, in the words of Blair’s former press officer Lance Price, “the third most powerful figure in the Labour government”, after Blair himself and Gordon Brown.
1.In 2002-3 all of your 127 newspapers around the world, with a combined circulation of 40 million a week, supported the Iraq war. We now know you were often in direct contact with the then prime minister Tony Blair, who you said at the time was “extraordinarily courageous and strong” and who had “shown great guts” in planning the war on Iraq. How much coordination was there between Downing Street and News International on the media presentation of what was widely regarded as an illegal war?
2.You said when interviewed in the run up to the war that Iraq’s oil was central to the rationale for overthrowing Saddam Hussein: “The greatest thing to come out of this for the world economy…would be $20 a barrel for oil. That’s bigger than any tax cut in any country.” Tony Blair always insisted in public that Iraq’s oil played no part in the decision to attack Iraq. To what extent did he agree with you in private that getting control of the world’s second biggest oil reserves was at the heart of the war aims?
3.All of your newspapers used Tony Blair’s “dodgy dossier” of September 2002 to try and generate a war fever with the bogus claim that — in the words of The Sun headline — “BRITS 45 MINUTES FROM DOOM”. The hand of Alistair Campbell, Blair’s press officer, is widely regarded as having been responsible for the dossier’s fabrications. There was no coverage in the Sun or the rest of News International’s outlets, when it was revealed that some of this dossier, which was supposed to present a cast iron case for attacking Iraq, was drawn from a 12-year old thesis, published on the internet by a PhD student. Was this because you and Blair made a pact that News International would be relentless in promoting the war, even if this meant using lies and distortion?
4.You spoke to Tony Blair by telephone on 11 March 2003, after the announcement by the then French prime minister Jacques Chirac that France would veto a second United Nations resolution sanctioning war against Iraq. Blair was banking on this resolution to help sell a war that was opposed by an overwhelming majority of the British public. The next day, the Sun wrote, “Like a cheap tart who puts price before principle, money before honour, Jacques Chirac struts the streets of shame. The French President’s vow to veto the second resolution at the United Nations – whatever it says – puts him right in the gutter.” To what extent did your conversation with Blair influence the co-ordinated attack on Chirac across all of your newspapers?
5.You spoke again with Blair on 13 March 2003. The next day, the Sun intensified its vitriolic abuse of Chirac: “Charlatan Jacques Chirac is basking in cheap applause for his ‘Save Saddam’ campaign – but his treachery will cost his people dear. This grandstanding egomaniac has inflicted irreparable damage on some of the most important yet fragile structures of international order.” Did your conversation with Tony Blair reveal that the “grandstanding egomaniac” and “damage to the structures of international order” may have been more appropriately applied to him rather than to Chirac?
6.Your third phone call with Tony Blair within nine days took place on 19 March 2003, the day before the Iraq war started. What was it about the relationship you had with Tony Blair that made him feel it was appropriate to take a phone call from a newspaper proprietor just hours prior to the most momentous decision a prime minister can make: ordering the country’s armed forces to war?
7.When the United Nations inspectors under Hans Blix could find no evidence of Iraq having weapons of mass destruction, the coverage in your newspapers bordered on hysteria — “HE’S GOT ‘EM. LET’S GET HIM” screamed the Sun headline. When it was later shown beyond dispute that the weapons of mass destruction in Iraq never existed, did you not feel that News International should have issued an apology for promoting a lie to justify an illegal war?
8.You spoke to Tony Blair on January 29, 2004. This was the day after the Sun leaked extracts from the Hutton Report into the death of government scientist David Kelly, who had been hounded to suicide by Alistair Campbell and the Blair spin machine. Kelly had been revealed — almost certainly by a leak from Blair’s office — as the source of the BBC report that said the case for war had been “sexed up” in the “dodgy dossier”. The Hutton Report, since thoroughly discredited as a whitewash, said Blair and Campbell were — in the Sun’s words — “completely cleared of criticism”. No such fate for the chairman of the BBC Greg Dyke and chairman of the BBC governors Gavyn Davies, both of whom resigned, as Blair, Campbell and your newspapers took the opportunity to savage the BBC for broadcasting the “sexed up” claim. When you spoke to Tony Blair on 29 January, were you both gloating over a spin job well done through the leaking of the Hutton report to the Sun, arranged we must assume between Alistair Campbell and Rebekah Wade (now Brooks), who was then editor of the paper?
9.You are renowned for putting the interests and the profits of your media empire above all other considerations. What payoff did News International get from Tony Blair for the unqualified support it gave for his illegal war in Iraq?
10.Over one million people were killed in Iraq. Another four million were made refugees by the war. The country’s infrastructure was so devastated that even today, electricity is rationed for many Iraqis, many still do not have access to clean drinking water or a functioning sewage system, and the health service, which was once the most advanced in the region, now struggles to provide a decent level of care. I79 British soldiers were killed and hundreds more suffered life changing injuries. As a direct result of the war, Britain suffered terrorist atrocities on 7 July 2005, in which 52 people were killed. Does your conscience ever regret the key part that you and your newspapers played in promoting an illegal war which has brought such death and destruction to the Iraqi people, unbearable bereavement to the families of British soldiers sent to kill and be killed for a lie, and increased insecurity from the threat of terrorist attack to the people of Britain?

1. Propagandist must have access to intelligence concerning events and public opinion.
2. Propaganda must be planned and executed by only one authority.
a. It must issue all the propaganda directives
b. It must explain propaganda directives to important officials and maintain their morale
c. It must oversee other agencies’ activities which have propaganda consequences
3. The propaganda consequences of an action must be considered in planning that action.
4. Propaganda must affect the enemy’s policy and action.

8. The purpose, content and effectiveness of enemy propaganda; the strength and effects of an expose; and the nature of current propaganda campaigns determine whether enemy propaganda should be ignored or refuted.
9. Credibility, intelligence, and the possible effects of communicating determine whether propaganda materials should be censored.
10. Material from enemy propaganda may be utilized in operations when it helps diminish that enemy’s prestige or lends support to the propagandist’s own objective.

a. The communication must reach the audience ahead of competing propaganda.

14. Propaganda must label events and people with distinctive phrases or slogans.
a. They must evoke desired responses which the audience previously possesses
b. They must be capable of being easily learned
c. They must be utilized again and again, but only in appropriate situations

15. Propaganda to the home front must prevent the raising of false hopes which can be blasted by future events.
16. Propaganda to the home front must create an optimum anxiety level.
a. Propaganda must reinforce anxiety concerning the consequences of defeat
b. Propaganda must diminish anxiety (other than concerning the consequences of defeat) which is too high and which cannot be reduced by people themselves
17. Propaganda to the home front must diminish the impact of frustration.
a. Inevitable frustrations must be anticipated
b. Inevitable frustrations must be placed in perspective
18. Propaganda must facilitate the displacement of aggression by specifying the targets for hatred.
19. Propaganda cannot immediately affect strong counter-tendencies; instead it must offer some form of action or diversion, or both.
