Portugal, which in 2001 became the first European country to officially abolish all criminal penalties for personal possession of drugs, including marijuana, cocaine, heroin and methamphetamine.
At the recommendation of a national commission charged with addressing Portugal’s drug problem, jail time was replaced with the offer of therapy. The argument was that the fear of prison drives addicts underground and that incarceration is more expensive than treatment — so why not give drug addicts health services instead? Portugal’s drug problem; the country had some of the highest levels of hard-drug use in Europe. But the recently released results of a report commissioned by the Cato Institute, a libertarian think tank, suggest otherwise.
The paper, published by Cato in April, found that in the five years after personal possession was decriminalized, illegal drug use among teens in Portugal declined and rates of new HIV infections caused by sharing of dirty needles dropped, while the number of people seeking treatment for drug addiction more than doubled.
“Judging by every metric, decriminalization in Portugal has been a resounding success,” says Glenn Greenwald, an attorney, author and fluent Portuguese speaker, who conducted the research. “It has enabled the Portuguese government to manage and control the drug problem far better than virtually every other Western country does.”
Compared to the European Union and the U.S., Portugal’s drug use numbers are impressive. Following decriminalization, Portugal had the lowest rate of lifetime marijuana use in people over 15 in the E.U.: 10%. The most comparable figure in America is in people over 12: 39.8%. Proportionally, more Americans have used cocaine than Portuguese have used marijuana.

“The tide is clearly turning. The ‘war on drugs’ strategy has failed,” Fernando Henrique Cardoso, a former Brazilian president, told the Guardian. Earlier this year, he and two former presidents of Colombia and Mexico published a landmark report calling for a new departure.

Here is a short piece I have written for the Independent. I was allowed only 400 words, so kept it simple on Afghanistan rather than also tried to explain regional hydrocarbon politics:
Today the President of the European Commission, Jose Manuel Barroso, will host an official visit by the Uzbek dictator Islam Karimov.
This may seem a peculiar thing for the European Union to do. Karimov is infamous for the massacre of over 700 demonstrators at Andijan in 2005, for the boiling alive of dissident Muzaffar Avazov in 2002, for some 10,000 political prisoners held in ex-Soviet gulags, for banning all Western media organisations and reporters, for the imprisonment in lunatic asylums of dissident journalists including his own nephew, for the jailing of HIV campaigners for corrupting public morals…
But I do have to add the vast wealth of the Karimov family compared to a deeply impoverished population, most of whom are forced into labour on state cotton plantations. More than a million children are removed from education every year, for periods varying from one week to three months, and forced to pick cotton by hand in dreadful and sometimes fatal conditions. This scandal of the cotton fields is so bad that retailers, including Tesco, Walmart and Marks & Spencer, have entirely voluntarily removed all Uzbek cotton content from their products sold, and put resources into audit provisions to make sure this sticks.
Yet the European Commission maintains there is insufficient evidence of forced child labour in Uzbekistan for EU trade sanctions – a straightforward lie, as anybody can discover in five minutes on the internet.
So why is the EU less moral than Tesco or Walmart? The answer is a single word – Afghanistan. Twenty per cent of supplies to Nato forces in Afghanistan now transit Uzbekistan, and the figure has steadily been increasing as supplies through Pakistan are increasingly tenuous. Germany also has an airbase in Uzbekistan. What is in it for Karimov? Political backing for his dictatorship, and juicy Pentagon supply contracts routed through his daughter.
It is a prime example of the way our disastrous Afghan policy is not just failing in Afghanistan, but poisoning an entire nexus of foreign policy issues. The effect of that corrosion will be seen vividly in Brussels today. Uniquely, no journalists are allowed to accredit for today’s official visit. Only the official Commission and Uzbek government media will be allowed to take pictures, to be relayed to Uzbekistan’s endarkened population as more evidence that their infallible President bestrides the world stage.
The EU are making sure that it feels just like home for Karimov.

Kelly’s death — said to have been a suicide — has stirred controversy, as it came on the heels of testimony to the House of Commons about a memo which purported that Britain had “sexed up” a dossier on Iraq’s alleged weapons of mass destruction. The invasion of Iraq in 2003 was a violation of international law, an independent inquiry in the Netherlands has found.

January 21, 2011 “Radio New Zealand” — Former British prime minister Tony Blair has acknowledged that he ignored the warning of his then-Attorney General that attacking Iraq was illegal without United Nations approval.

Report: Pakistani spy agency rushed Mullah Omar to hospital
Mullah Omar, the elusive, one-eyed leader of the Afghan Taliban, had a heart attack Jan. 7 and was treated for several days in a Karachi hospital with the help of Pakistan’s spy agency, according to a private intelligence network run by former CIA, State Department and military officers.

The “negotiations” between the CIA and Osama (a CIA “intelligence asset”) is sheer disinformation. Even though the CIA has refuted the claim, the report serves to highlight Osama as a bona fide “Enemy of America,” rather than a creation of the CIA. In the words of former CIA agent Milt Bearden in an interview with Dan Rather on September 12, 2001, “If they didn’t have an Osama bin Laden, they would invent one.”
It should be noted, that the hospital is directly under the jurisdiction of the Pakistani Armed Forces, which has close links to the Pentagon. U.S. military advisers based in Rawalpindi. work closely with the Pakistani Armed Forces. Again, no attempt was made to arrest America’s best known fugitive, but then maybe bin Laden was serving another “better purpose”. Rumsfeld claimed at the time that he had no knowledge regarding Osama’s health. (see CBS transcript above).
Needless to say, the CBS report is a crucial piece of information in the 9/11 jigsaw. It refutes the administration’s claim that the whereabouts of bin Laden are unknown. It points to a Pakistan connection, it suggests a cover-up at the highest levels of the Bush administration.
Dan Rather and Barry Petersen fail to draw the implications of their January 2002 report. They fail to beg the question: where was Osama on 9/11? If they are to stand by their report, the conclusion is obvious: The administration is lying regarding the whereabouts of Osama.
Inpatient dialysis treatment tends to be longer than 24 hours in most American hospitals, which suggests that Osama would have been discharged from the Hospital on or “after” September 11.
If the CBS report is accurate and Osama had indeed been admitted to the Pakistani military hospital on September 10, courtesy of America’s ally, he was in all likelihood still in hospital in Rawalpindi on the 11th of September, when the attacks occurred. In all probability, his whereabouts were known to US officials on the morning of September 12, when Secretary of State Colin Powell initiated negotiations with Pakistan, with a view to arresting and extraditing bin Laden.
These negotiations, led by General Mahmoud Ahmad, head of Pakistan’s military intelligence, on behalf of the government of President Pervez Musharraf, took place on the 12th and 13th of September in Deputy Secretary of State Richard Armitage’s office.

According to ABC news, the Al Qaeda leaders running the insurgency in Yemen were released from Guantanamo, although two of the highest ranking known terrorists there, without trial.
Guantanamo prisoner #333, Muhamad Attik al-Harbi, and prisoner #372, Said Ali Shari, were sent to Saudi Arabia on Nov. 9, 2007, according to the Defense Department log of detainees who were released from American custody. Both of the former Guantanamo detainees are described as military commanders and appear on a January, 2009 video along with the man described as the top leader of al Qaeda in Yemen, Abu Basir Naser al-Wahishi, formerly Osama bin Laden’s personal secretary.

Captain Ken Masters, British chief police investigator in Basra died under mysterious circumstances. The cause of death was not mentioned. According to a Ministry of Defense spokesman, his death was “not due to hostile action” nor to natural causes.

Robo-signing is a term used by consumer advocates to describe the robotic process of the mass production of false and forged execution of mortgage assignments, satisfactions, affidavits and other legal documents related to mortgage foreclosures and legal matters being created by persons without knowledge of the facts being attested to. It also includes accusations of notary fraud wherein the notaries pre and/or post notarize the affidavits and signatures of so-called robo-signers.

A Utah court case in which the owner of a Draper townhouse got clear title to the property, even though he still owed $132,000 on it, raises new legal and financial questions about a property-records database created by mortgage bankers. The award of a title free of liens means that whoever owns the promissory note on the Draper property — likely a group of faraway investors — no longer has the right to foreclose to collect on a delinquent loan. Indeed, the townhouse owner has sold the property and kept the money. Those who own the promissory note probably don’t even know what occurred.
Decisions such as the one 3rd District Judge Glen Iwasaki handed down in the Draper case could have a big impact as the state wends its way through hundreds of lawsuits involving foreclosures, loans on properties for more than they’re worth and predatory lending practices that led Utahns to lose their homes as the real-estate bubble burst.

Representatives of Deutsche Bank told The Daily Caller via email that the bank’s involvement in the Jeffs case was merely nominal, as it had to be named as the plaintiff in the case because it ultimately held the right to foreclose, not Chase, the bank that originally created the loan and that was accepting Jeffs’ payments and forwarding them to the proper recipients. But as the loan servicer, Chase had tried to work out a loan modification with Jeffs, and he was current on his payments when Chase abruptly informed him that his modification was denied without explanation. Several days later, Jeffs found out that he supposedly no longer owned his home. He stopped making payments, and he hasn’t made them since. But no bank has been able to successfully repossess and sell the property. To the banking system, the asset backed by the house—the mortgage—has simply vanished into thin air.

This is all tied up with MERS, the online database that has stood in for the land records system in as many as 60% of the mortgages in America over the past decade or so. As we’ve seen, MERS is essentially a way for the largest banks to avoid recording fees, by naming them as the mortgagee on the original record and then transferring the mortgage and the note through their database. The problem is that MERS is named as an owner on loans in which it has no financial interest, and the judicial system doesn’t yet know how to manage that. This has confused the hell out of title insurance companies, who cannot determine who holds the note or even who can collect payments on it. As a result, in this case, the courts and the title company failed to figure any of that out, so they gave title back to the homeowner.
The attorney for the man in Draper, Utah, says he has won two other cases this way, and another attorney in Utah got a default judgment giving title to borrowers who owed $417,000 on a home.
The owners of the note could always go back and try to recoup this money, but as Christopher Peterson of the University of Utah says in the article, MERS calls into question their ability to succeed: Under laws adopted by all 50 states, the owner of a “negotiable instrument” such as a promissory note must be in physical possession of the document, said Peterson. Otherwise it would be like someone trying to cash a photocopy of a check instead of the actual check.
“One cannot be a holder of a note unless one is in physical possession of that note,” he said.
But Peterson said evidence is coming out in courts that shows the actual promissory notes or mortgages signed by buyers were not transferred as the notes made their way into the mortgage-backed securities investment pools. That could mean in these cases that no one is in a position to try to collect because the actual notes are lost or destroyed, potentially making some promissory notes investors think they hold worthless.

Reuters Home prices fell for the 53rd consecutive month in November, taking the decline past that of the Great Depression for the first time in the prolonged housing slump, according to Zillow. Home prices have fallen 26 percent since their peak in 2006, exceeding the 25.9 percent drop registered in the five years between 1928 and 1933, the housing data company said in a report on Monday. Prices fell 0.8 percent over the month.
It is a dubious milestone for the U.S. housing market which has failed to gain much traction despite a host of government programs to reduce delinquencies and encourage demand with temporary tax credits and lower interest rates. Many economists expect further price drops, even if there are some anecdotal signs of growing demand, such as in pending home sales data.
“For the next six to nine months, the larger factors affecting the housing market that will produce more home price declines will be the excess inventory of homes, high negative equity and foreclosure rates, and weakened demand due to elevated employment, Stan Humphries, Zillow’s chief economist, said in a blog post. UK debt is ‘twice as much as we thought’ Daily Mail

The true scale of the national debt is £2 trillion – more than twice the official figure, an alarming study shows.
Burden:Paying for civil service pensions will swell UK debts.
The black hole in the public accounts equates to £78,000 for every household in the country. The ‘real’ state of the national finances is exposed in a study published today by the Centre for Economics and Business Research, which warns of a series of mammoth debts that aren’t revealed by the official figures.
The national debt – forecast to reach £932m by next spring – does not include a number of expensive liabilities, such as the cost of civil service and town hall pensions and projects funded under the Public Finance Initiative.
Putting these liabilities into the official figure would add £1.13 trillion to Britain’s whopping overdraft, according to CEBR.
Under the worrying scenario, the debt would jump from 62% to 138% of Britain’s income. In its study, CEBR warned that the Government cannot formulate a plan to revive the economy while the liabilities remain hidden.
Charles Davis, an economist at CEBR, said: ‘Clarity and transparency on the public sector finances has never been more vital in the context of recent concerns over public sector debt, particularly in the advanced economies.’ The report, which found that public sector pensions are by far the biggest liability excluded from the official record, will provide ammunition for the Government as it prepares to slash civil service pay and perks.
Unfunded public sector and local government pension liabilities, which the Government will need to pay in the future, amount to a staggering £1.08 trillion, according to CEBR.
Also written out of the accounts are the full cost of projects financed through the PFI, which by CEBR’s calculation adds a further £43bn. So-called contingent liabilities, such as Network Rail, add £2bn to the total.

China and Russia have said they will renounce the US dollar and use their domestic currencies in bilateral trade.
The announcement came as the leaders of both countries met in St. Petersburg to expand bilateral trade and energy-cooperation between the countries, according to an AFP report on Tuesday.
“We agreed to expand the possibilities for application of national currencies during trade and economic contacts,” said Russian Prime Minister Vladimir Putin after holding talks with the Chinese premier Wen Jiabao.
With Russian ruble already trading on the Chinese exchange, yuan trade in Moscow is expected to begin in early December.

GENEVA — The number of very poor countries has doubled in the last 30 to 40 years, while the number of people living in extreme poverty has also grown two-fold, a UN think-tank warned Thursday.
In its annual report on the 49 least developed countries (LDCs) in the world, the UN Conference on Trade and Development (UNCTAD) said that the model of development that has prevailed to date for these countries has failed and should be re-assessed.
“The traditional models that have been applied to LDCs that tend to move the LDCs in the direction of trade-related growth seem not to have done very well,” said Supachai Panitchpakdi, secretary general of UNCTAD.

The punishment for making false statements or reports which overvalue an asset is also stated in the U.S. Code:[44] Whoever knowingly makes any false statement or report, or willfully overvalues any land, property or security, for the purpose of influencing in any way…shall be fined not more than $1,000,000 or imprisoned not more than 30 years, or both.
These aspects of the Federal Reserve System are the parts intended to prevent or minimize speculative asset bubbles which ultimately lead to severe market corrections. An undercover policeman who infiltrated a group of environmental activists has said he feels suicidal in the first interview since the operation was revealed. Mark Kennedy, a father of two, said his life has become a “living nightmare” and that his son told him he never wants to see him again. Mr Kennedy’s secret role was revealed when a Nottingham Crown Court trial of six people accused of planning to invade Ratcliffe-on-Soar power station collapsed as prosecutors dropped the charges.
The protesters’ legal team claimed the decision was made after Mr Kennedy, a former Metropolitan Police officer who infiltrated the group in the guise of a long-haired climber called Mark Stone, offered to give evidence on their behalf.
In an extensive interview with The Mail on Sunday, Mr Kennedy said he believed tape recordings secretly made by him were withheld from the court by police for fear it would destroy the prosecution’s case. He told the paper: “The truth of the matter is that the tapes clearly show that the six defendants who were due to go on trial had not joined any conspiracy. The tapes I made meant that the police couldn’t prove their case.”
Mr Kennedy said he was involved in five major protests, starting with one at the G8 summit at Gleneagles in 2005 when he passed on “invaluable” information to police about demonstrators’ movements. He said it was passed straight to Tony Blair and that he was given a commendation for his role. He claimed he was beaten by five police officers in 2006 in a protest at Drax power station in Yorkshire after he tried to stop them hitting a female activist he knew. He told the newspaper he suffered head injuries, a prolapsed disc and broken finger. Other protests he took part in included those at Didcot Power Station in Oxfordshire in 2006, the G20 summit in London in 2008 and in Copenhagen, Denmark.
He said the fall-out from the undercover operation has left him feeling suicidal. “I am physically and mentally exhausted,” he said. “I have had some dark thoughts. I thought I could end this very quickly. I went to see a psychiatrist recently and told her I was having thoughts of suicide. I don’t have any confidence. My world has been destroyed.”
He also spoke of his despair at being confronted by the environmental activists when his girlfriend discovered his passport – in his real name. Mr Kennedy said the atmosphere at the meeting was “hugely menacing” as he was told his former friends knew the full details of his true identity. He said he fled to the United States soon after that amid fears for his safety.
Investigations into the case are now being carried out by the Independent Police Complaints Commission, with Nottinghamshire Police conducting an internal review.

British undercover agent led attack on Irish police at rally

An undercover British agent encouraged protesters to attack Irish police officers at an EU summit in Dublin, the Guardian newspaper has reported.
The undercover policeman Mark Kennedy did more than just observe and was an active participant in the proceedings, according to the newspaper.
The militant anti-capitalist protestors that were at the summit, which marked the accession of eastern European states to the union, are saying that Kennedy made visits to Dublin to help train protesters and encouraged other activists to attack the police, raising further questions about his role as an undercover officer and supports claims he acted as an agent provocateur. Michael D Higgins of the Irish Labour party is demanding an explanation from Britain as to why one of its undercover policemen was operating in the republic.
“This kind of activity is totally unacceptable … There are many of us who are familiar with the destructive consequences, in terms of democracy, that have flowed from this kind of activity from the 1970s on in relation to Northern Ireland,” said Higgins.
Anti-capitalist activists believed Kennedy to be a fellow protester named Mark Stone during the violent clash between demonstrators and the Irish police riot squad in Dublin’s Phoenix Park on May Day 2004. The area around the park was sealed off by a large security cordon as police sought to protect the EU heads of states in Dublin for the ceremony at the Irish president’s residence. While most of the demonstrators were peaceful, about 500 attacked the gardaí.
Said one of the protesters on Kennedy’s actions on the day: “I saw him taking off his balaclava as he was coming out of the crowd. I was amazed that someone would stand close to police lines and take his mask off.” It was evident before the protest that police had intelligence on the activities of the activists who had travelled across the Irish Sea from Britain, suggesting that they had an informant in the protest movement. A police unit from the Pearse Street station arrested several people after smashing its way into a flat on Leeson Street in Dublin occupied by English anarchists.
“Some people arrested from the UK were kept here for two months but he did not get nicked for that. He was one of the people who were encouraging a confrontation with the garda up at the Parkgate,” said an activist who played host to Kennedy.
He said Kennedy made at least two other visits to Ireland over the next two years, including acting as a trainer on a program on civil disobedience for anarchist activists in 2004 and two years later joining the mass demonstration against the visit of George Bush to Ireland.
“I found him very personable, very affable. I never suspected him. Vigorously pursuing those allegedly responsible for Iceland’s 2008 financial crisis, investigators have got issued an international arrest warrant against Sigurdur Einarsson, chairman of the board of governors of the failed Kaupthing Bank.
An Interpol notice on Tuesday said Einarsson was wanted on charges of counterfeiting, forgery and fraud.

House prices fell at their fastest annual rate in more than a year in December, mortgage lender Halifax said on Monday, but it reckons there will be little movement in house prices in the coming year. The Halifax house price index fell 1.3 percent last month, after a 0.2 percent fall in November. That took house prices in the three months to December down 1.6 percent compared with a year ago — the biggest fall since November 2009.

For example, a member bank (private bank) is not permitted to give out too many loans to people who cannot pay them back. This is because too many defaults on loans will lead to a bank run.
The punishment for making false statements or reports which overvalue an asset is also stated in the U.S. Code:[44] Whoever knowingly makes any false statement or report, or willfully overvalues any land, property or security, for the purpose of influencing in any way…shall be fined not more than $1,000,000 or imprisoned not more than 30 years, or both.
These aspects of the Federal Reserve System are the parts intended to prevent or minimize speculative asset bubbles which ultimately lead to severe market corrections. The recent bubbles and corrections in energies, grains, equity and debt products and real estate cast doubt on the efficacy of these controls.

Following on from reports today (Friday) that a ‘major’ discovery of oil in the North Sea, Aberdeen North MSP Brian Adam has renewed Prof. Josef Stiglitz call for an Oil Fund. The Nobel Prize winner and former Chief Economist of the World Bank, said on BBC Scotland’s Newsnight programme on Tuesday (24th August) that the UK had “squandered” it’s oil wealth and that it is now “imperative” an oil fund is established to secure the wealth that remains under the North Sea for future generations.
The discovery, made by German firm Wintershall yesterday, of up to 100 million barrels of oil would equate to, at today’s oil prize, to over $7billion. This comes just a few short months since the last major discovery in Scottish waters in June, when up to 300 million barrels were discovered by EnCore Oil. “Over the course of the summer we have seen two major discoveries in North Sea, plus the GERS report which showed that with independence Scotland would see a budget surplus of over £1 Billion, whilst the UK struggles with a mammoth £50 Billion deficit. Even the most hardened unionist cannot deny that the financial case for independence couldn’t be any stronger. “On Tuesday, Professor Stiglitz said that the SNP was “absolutely right” on the need for an Oil Fund, the UK Government has ‘squandered’ Scotland’s oil, that current situation is unsustainable and that an Oil Fund was now “imperative”. “The unionist parties must put aside their petty party politics and start putting the interest of Scotland, and it’s people, first before it’s too late.”

The UK will sink futher into debt .Scotland will not be independent in 2011. A referendum will also not happen in 2011. Labour may retake the Scottish Parliment but will be the ones implementing the CON/DEM austerity measures. ALL 3 major political parties will be tainted, the SNP will be party of change and protest, just like in the days of the polltax. Independence will become more popular and various different versions will be discussed, the end of 2011 independence will have grown momentum ,and if/when the UK defaults 2011/2012 an independence referendum may be demended!
